One of the UK Government’s most important current initiatives in combating terrorism and illegal immigration is to move border controls to the major European points of departure.

Known as E-Borders, this massive project is sponsored by the UK Border Agency, and supported by HM Revenue and Customs , and Special Branch. Over five years it aims to make a serious impact on preventing unwanted immigration, and supporting a wide range of UK social and security improvements.

Early in 2004 the project team sought Academy’s help in helping to clarify a number of issues concerning their key stakeholders. The project was entering a sensitive phase, particularly in connection with its European counterpart organisations, and the team wished to ensure it had anticipated all key areas of risk, and would not be delayed by foreseeable obstacles.

Using Academy’s Stakeholder Engagement tools, the project team was able to create an effective risk strategy for its key stakeholders, and deliver early on some of its major milestones. An unexpected benefit of the exercise was an improvement in understanding of the motivations of each of the agencies contributing to the project, and in cross-agency collaboration by the members of the project team.
